BRANDON PAINE-SMITH ARRESTED FOR LUCKY FORTUNE DEATH

Salem Police Officer Kyle Stalder developed information that 26 year old Brandon Paine-Smith was staying at a residence in the 500 block of 22nd St SE. Paine-Smith was wanted for the motor vehicle crash on February 14th in the parking lot of the Lucky Fortune Restaurant, 1401 Lancaster Dr NE. That crash killed 68 year old Kow Cheung-Lin, an owner of the business who was standing in the parking lot.
Officers from the Salem Police Department surrounded the residence on 22nd St SE at about 3:45 this morning and after brief negotiations, Paine-Smith was taken into custody without incident. The resident there, 46 year old Kimberly Doan was arrested for Hindering Prosecution.
Paine-Smith has been charged with Manslaughter I, Assault II, Failure to Perform the Duties of Driver to Injured Persons, and Parole Violation. He has been lodged at the Marion County Correctional Facility.
The Salem Police Department is still looking for 20 year old Kayla Jo Holden. Holden was a passenger with Paine-Smith when they fled the Lucky Fortune. Holden is described as a white female, 5'04", 155 pounds, with brown shoulder length hair that had been dyed red and hazel eyes. Holden has a felony warrant for Unauthorized Use of a Motor Vehicle.
