SALEM POLICE CELEBRATE RETIREMENTS AND PROMOTIONS

The Salem Police Department celebrated the retirement of Sergeant Kevin Halvorsen and Officer Dave Driscoll after 64 years of combined service to the City of Salem. The Department also the promoted to the rank of Sergeant Jim Welsh and promoted to the rank of Corporal Alicia Garrett and Ryan Demmer.
The celebration was held at Pringle Community Hall on November 30 and was hosted by Salem Police Chief Jerry Moore.
Sergeant Kevin Halvorsen served in the US Army as an Air Traffic Controller, as a Cadet with the Flagstaff County Sheriff's Office in Arizona, in the Arizona National Guard and with the United States Forest Service before being hired by the Salem Police Department in January of 1979. Sergeant Halvorsen worked as a detective in the Criminal Investigations Section for several years, investigating property crimes, burglaries, auto theft and arson. He was promoted to the rank of Corporal in 1993 and returned to patrol, then was promoted to the rank of Sergeant in 1995. As a Sergeant, he has been assigned to the patrol division as well as Internal Affairs.
Sergeant Halvorsen has been heavily involved with the department Hostage Negotiation Team, now known as the Tactical Negotiations Team, since 1990. He quickly worked his way to become the Assistant Team Leader, then the Team Leader. He is one of the most knowledgeable and skilled negotiators in the department and is known as a meticulous and patient person.
Sergeant Halvorsen's wife Jeanette retired on November 28 from the Salem Police Department Records Section after more than 32 years of service. Sergeant Halvorsen said he hasn't decided what he will do in retirement, but he will miss his Salem Police family.
Officer Dave Driscoll worked as a security officer and as a forklift operator for Northwest Natural Gas, and also served two years as a Marion County Sheriff's Office Reserve Deputy before being hired by the Salem Police Department in September of 1980.
Officer Driscoll has served on the Salem Police SWAT Team, in the Youth Services Unit as a DARE Officer, in the Crime Prevention Unit, two rotations in the Traffic Control Unit, as a Civil Investigator, on the Equipment Committee and as a Field Training Officer. He has also been a departmental instructor in DUII investigations, 1st Aid, Radar, Lidar, High Risk Vehicle stops and Crash Investigations. Officer Driscoll is the recipient of the Distinguished Service Award, a Unit Citation with the Tactical Negotiations Team, Oregon DARE Officer of the year and the Masons Officer of the Year Award.
Officer Driscoll is well known for his knowledge and understanding of the Oregon Vehicle Codes and Statutes as well as the Salem City Revised Codes. He is an experienced investigator and has mentored many officers during his lengthy career.
Officer Driscoll and his family look forward to having some quiet family time without call outs for the Tactical Negotiation Team interrupting their lives. He plans on spending time with his family camping and enjoying the outdoors.
Sergeant Jim Welsh began his law enforcement career with the Shasta County Sheriff's Office in California before being hired by the Salem Police Department in August of 1998. He has served in the Youth Services Unit and as a Field Training Officer, recently being appointed to a Field Training Officer Steering Committee. Sgt Welsh was promoted to the rank of Corporal in June of 2001 and has been active with the Salem Police Domestic Violence Response Team, and he has done extensive work as a liaison with loss prevention officers with businesses in Salem. He has developed training and a reporting form to be used in theft cases at the businesses. Sgt Welsh will be assigned to the Patrol Division.
Corporal Alicia Garrett began her career with the Salem Police Department in April of 1993. As an officer she worked in the Criminal Investigations Section, in the Youth Services Unit and was also active in Student Threat Assessment. She has also been a Field Training Officer. Corporal Garrett left law enforcement in 2005 to continue raising her children and returned to the agency in 2010. She is active with the Tactical Negotiations Unit, the Domestic Violence Response Team and continues to be a Field Training Officer. She will be assigned to the Patrol Division.
Corporal Ryan Demmer began his law enforcement career with the Clackamas County Sheriff's Office in 1996 as a Reserve Deputy. He was hired with the Salem Police Department in April of 1998 and has been assigned to the Patrol Division throughout his career. As a patrol officer, he has been a Field Training Officer and also Canine Officer for several years. Corporal Demmer will be assigned to the Patrol Division.
The Salem Police Department wishes to extend our warmest wishes and gratitude to Sergeant Halvorsen and Officer Driscoll for their many years of dedicated service to the City of Salem. Their skills, expertise and warm personalities will be missed. The Department would also like to congratulate Sergeant Welsh, Corporal Garrett and Corporal Demmer on their promotions to important leadership roles within our agency. We are confident in their abilities and their leadership skills for years to come.
